Each scallop picket top Solid Privacy vinyl fence section comes with our commercial grade deco middle and bottom rails which are internally reinforced.  The spindle vinyl fence pickets are notched on both sides and lock directly into the top and middle rails. This is a open spindle top vinyl fence which means the pickets go through the top rail.
